The Member of the Welsh Parliament for Aberconwy – Janet Finch-Saunders MS – has spoken out in frustration at Conwy County Borough Council for their intention to allow Anwyl Construction Company Ltd to amend their approved planning application to build 49 homes on Bodafon Fields without bringing the new designs to Planning Committee.
On 11 July numerous amended designs were added to the planning application. These include an updated set of house type drawings, and amendments to plots 6, 7, 9, 13, 14, 15, 26, 29, 30, 31, 36, 44.
Having sought clarity from the Local Planning Authority (LPA) as to when the amended design will be brought before Planning Committee, Conwy County Borough Council, officials have advised that:
“Given the nature and the small scale of the proposed changes to a few building plots only the LPA accepts the amended plans as post submission minor amendment under the current application and need not be referred back to the planning committee”.
Commenting on the officers’ intention to not refer the application back to the Planning Committee, Janet said:
“It was deeply disappointing that just before the elections in May the application to build 49 houses behind Ysgol y Gogarth and Llys Gogarth was approved. As I have highlighted on numerous occasions, I feel that there does exist a real risk that the development, in being so closely situated to the residential facility which assists some of the most vulnerable people in our area, could result in it impacting on the conditions which enable young students to succeed.
“Since Anwyl submitted their first application, I have had to submit at least four objection letters because the developer kept changing the designs.
“Now, after securing planning approval, they have changed the design again by amending 12 plots.
“In short, this now means that the planning application is different to that considered by the Planning Committee of the last Local Authority.
“The design is different, so Anwyl’s decision to amend an extremely controversial development should be brought before the new Planning Committee which is made up of people we have elected to make decisions in Conwy County on our behalf”.

Ar ôl gofyn am eglurder gan yr Awdurdod Cynllunio Lleol ynglŷn â phryd y bydd y dyluniad diwygiedig yn cael ei gyflwyno i'r Pwyllgor Cynllunio, dyma ymateb swyddogion Cyngor Bwrdeistref Sirol Conwy:
“O ystyried natur a graddfa fach y newidiadau arfaethedig i ychydig o blotiau adeiladu yn unig, mae'r Awdurdod Cynllunio Lleol yn derbyn y cynlluniau diwygiedig fel mân ddiwygiad ar ôl cyflwyno cais o dan y cais presennol, ac nad oes angen cyfeirio'r cais yn ôl i'r pwyllgor cynllunio”.
Wrth siarad am fwriad y swyddogion i beidio â chyfeirio'r cais yn ôl i'r Pwyllgor Cynllunio, meddai Janet:
“Siom o’r mwyaf yw bod y cais i adeiladu 49 o dai y tu ôl i Ysgol y Gogarth a Llys Gogarth wedi'i gymeradwyo ychydig cyn yr etholiadau ym mis Mai. Fel rydw i wedi'i nodi droeon, teimlaf fod perygl gwirioneddol y gallai lleoliad agos y datblygiad hwn at gyfleuster preswyl sy'n cynorthwyo rhai o'r bobl fwyaf agored i niwed yn ein hardal gael effaith ar yr amodau sy'n galluogi myfyrwyr ifanc i lwyddo.
“Ers i gwmni Anwyl gyflwyno ei gais cyntaf, rydw i wedi gorfod cyflwyno o leiaf bedwar llythyr gwrthwynebu oherwydd bod y datblygwr yn newid y dyluniadau o hyd.
“Nawr, ar ôl cael caniatâd cynllunio, mae'r cwmni wedi newid y dyluniad eto trwy ddiwygio 12 plot.
“Mewn gwirionedd, mae hyn yn golygu bod y cais cynllunio yn wahanol i'r cais a gafodd ei ystyried gan Bwyllgor Cynllunio'r Awdurdod Lleol diwethaf.
“Mae'r dyluniad yn wahanol, felly rhaid sicrhau bod penderfyniad Anwyl i newid datblygiad hynod ddadleuol yn mynd gerbron y Pwyllgor Cynllunio newydd sy'n cynnwys pobl sydd wedi'u hethol i wneud penderfyniadau yn Sir Conwy ar ein rhan”.
