Contributing to a debate in Plenary following the introduction of the Control of Horses (Wales) Bill, Janet Finch-Saunders AM has called on the Welsh Government to provide clarity as to the implementation of the legislation.
Speaking during the debate, the AM said: “As the Vice Chair of the Cross Party Group on the Horse, I am pleased to see that the Welsh Government has taken action, following pressure from the group, to tackle the issue of fly grazing and abandoned horses.
“For too long, fly grazing has blighted communities, the farming industry and public safety in Wales. I am pleased that the Bill puts the onus on the owners of animals, and empowers all local authorities in Wales to take swifter action to address this problem.
“I would however welcome greater clarity from the Welsh Government on the guidance and support that will be given to local authorities in fulfilling their additional responsibilities. I am also concerned that this Bill will not be subject to Stage 1 committee consideration, thereby removing the ability to engage with stakeholders and receive representations.”
