The Member of the Welsh Parliament for Aberconwy – Janet Finch-Saunders MS – has submitted a letter objecting to planning application 0/49626. This is for change of use from C1/Hotels to C4/Houses in Multiple Occupation. The application relates to the conversion of the Mayfair at 11 Deganwy Avenue in Llandudno.
The County Council has granted temporary permission for the building to be used for houses of multiple occupation. When this happened the Member of the Welsh Parliament worked with local residents to object. Janet said:
“Last year, it became clear to me that the Local Authority was relying on Welsh Government regulations to enable the change of use of 11 Deganwy Avenue from a guesthouse to temporary residential accommodation without going through the planning process.
“At that time, it was clear that the move caused local residents and hoteliers serious distress as the guesthouse in question is situated on a street in the heart of a community which is renowned for its thriving tourist sector”.
Commenting on the current planning application, Janet said:
“Conwy County Borough Council may have got away with undermining our tourism sector last year, but it is already clear that many of us in Llandudno are determined to stop this from happening again.
“It is my belief that the application is in direct conflict with the Conwy Local Development Plan 2007-2022 (LDP), including Policy TOU/3 - Holiday Accommodation Zones, which states: ‘Holiday Accommodation Zones are designated in Llandudno and shown on the proposals map. To safeguard an appropriate level of serviced accommodation for tourism, proposals for the redevelopment or conversion of existing serviced accommodation to other uses will not be permitted within the zones’.
“11 Deganwy Avenue is in the zone, so, according to the County Council’s own policy, planning permission cannot be permitted.
“In fact, that same policy states that ‘It is also important that the loss of hotels is resisted’”.

“Y llynedd, daeth yn amlwg i mi fod yr Awdurdod Lleol yn dibynnu ar reoliadau Llywodraeth Cymru i alluogi newid defnydd 11 Rhodfa Deganwy o dŷ llety i lety preswyl dros dro heb fynd drwy’r broses gynllunio.
“Ar y pryd, roedd yn amlwg bod y cam wedi achosi gofid difrifol i drigolion lleol a pherchnogion gwestai gan fod y gwesty dan sylw ar stryd yng nghanol cymuned sy’n enwog am ei sector twristiaeth ffyniannus”.
Wrth gynnig sylwadau ar y cais cynllunio cyfredol, dywedodd Janet:
“Efallai fod Cyngor Bwrdeistref Sirol Conwy wedi llwyddo i danseilio ein sector twristiaeth y llynedd, ond mae eisoes yn amlwg bod llawer ohonom yn Llandudno yn benderfynol o atal hyn rhag digwydd eto.
“Rwy’n credu bod y cais yn hollol groes i Gynllun Datblygu Lleol Conwy 2007-2022, gan gynnwys Polisi TOU/3 – Parthau Llety Gwyliau, sy’n nodi: ‘Dynodir Ardaloedd Llety Gwyliau yn Llandudno ac fe’u dangosir ar y map cynigion. Er mwyn diogelu lefel briodol o lety â gwasanaeth ar gyfer twristiaeth, ni chaniateir cynigion ar gyfer ailddatblygu neu addasu llety presennol a wasanaethir i ddefnydd eraill yn yr ardaloedd hyn.’
“Mae 11 Rhodfa Deganwy yn y parth, felly, yn ôl polisi’r Cyngor Sir ei hun, ni ellir caniatáu caniatâd cynllunio.
“Yn wir, mae’r un polisi yn nodi, ‘Mae hefyd yn bwysig gwrthsefyll colli gwestai’”.
