In a heated Plenary debate on Tuesday, Cllr Janet Finch-Saunders AM demanded, along with the Welsh Conservatives, changes to the Welsh Labour Government’s draft budget.
The Welsh Conservatives, Liberal Democrats and Plaid Cymru tabled a joint amendment to the Draft Budget.
Janet said: “Put simply, this budget is far from satisfactory. We need to see a draft budget which recognises the increasing pressures on the NHS. Despite the Welsh NHS facing the toughest settlement of all the UK health services, the Welsh Labour Government are still cutting health spending by 6.6% in real terms over the next three years. How can they expect the NHS to provide more care for more people on a smaller budget?
“This draft budget has also failed to address the need for more support for economic growth in Wales. Labour have ‘bigged up’ this draft budget as a one for ‘growth and jobs’ – yet there is no sign of anything to help SMEs, let alone anything on the business rate relief we have called for. Promoting growth and jobs is essential to boosting Wales’ economy which is lagging embarrassingly behind the rest of the UK.
“We need to look at forging a new low-carbon economy – something this draft budget neglects to even mention. The Scottish Government’s draft budget has prioritised investment in the low-carbon economy “to cut emissions and create new jobs”. With 70,000 young people in Wales between the ages of 16 and 24 Not in Education, Employment or Training, this kind of investment could prove a lifeline for them and Wales and provide us with the opportunity to become a world leader in green technologies.
“Wales has the potential to be a strong, vibrant and business region of the UK and to lead the way in low-carbon, green economy. We need a budget to address this properly – a budget that supports economic growth in Wales.
“This draft budget does not take the pressures on the NHS in Wales, nor the potential for real economic growth, seriously enough. The long term benefits of properly supporting these areas will far outweigh whatever Labour feel they are achieving by cutting the health budget so abominably and ignoring SMEs and the need for economic growth.”

Mewn dadl tanllyd yn Siambr y Senedd ar Ddydd Mawrth, mynnodd Cyng. Janet Finch-Saunders AC, ynghyd a’r Ceidwadwyr Cymreig, bod y Llywodraeth Llafur Cymraeg yn gwneud newidiadau i’r gyllideb drafft.
Ymunodd y Ceidwadwyr, y Democratiaid Rhyddfrydol a Plaid Cymru ynghyd i gyflwyno gwelliant i’r gyllideb drafft.
Dywedodd Janet: “Yn syml, dydy’r gyllideb yma ddim yn foddhaol. Rydym angen cyllideb sydd yn cydnabod y pwysau y mae’r Gwasanaeth Iechyd Gwladol yn ei wynebu. Mae’r GIG yn wynebu toriadau o 6.6% dros y tair blynedd nesa’ o ganlyniad i bolisïau’r Llywodraeth Llafur. Sut ydy’r Blaid Lafur yn disgwyl i’r GIG darparu mwy o ofal a thriniaeth i fwy o bobl ar ôl leihad yn y gyllideb?
“Mae’r gyllideb drafft hefyd yn methu datrys yr alw am dyfiant yn yr economi. Hyrwyddwyd y gyllideb yma, gan y Blaid Lafur, fel cyllideb dros ‘tyfiant a swyddi’- serch hynny, does dim arwydd o gymorth i helpu busnesau bach, heb sôn am gynllun rhyddhad i ardrethi busnes ‘rydym wedi galw amdano. Mae hybu tyfiant a swyddi yn hanfodol i economi Cymru, economi sydd yn lagio yn gywilyddus mewn cymhariaeth i weddill y Deyrnas Unedig.
“Mae angen i ni edrych yn fanwl ar greu economi newydd carbon-isel, rhywbeth sydd wedi ei anwybyddu yn y gyllideb drafft. Mae cyllideb drafft Llywodraeth yr Alban yn rhoi blaenoriaeth i fuddsoddi mewn economi carbon-isel er mwyn ‘leihau carbon a chreu swyddi newydd’. ‘Efo 70,000 o bobl ifanc yn mynd heb swyddi, addysg neu hyfforddiant yng Nghymru, gallai buddsoddiad o’r fath fod yn llinell fywyd iddynt hwy a darparu Cymru gyda’r cyfle i arwain y byd mewn technoleg wyrdd.
"Mae gan Gymru’r potensial i fod yn rhanbarth cryf, bywiog a mentrus, er lles busnes, ym Mhrydain ac i arwain y ffordd tuag at economi carbon-isel, gwyrdd. Rydym angen cyllideb sydd yn gwireddu hyn, cyllideb sydd yn cefnogi twf economaidd yng Nghymru.
Dydy’r gyllideb yma ddim yn lleihau’r pwysau ar y GIG yng Nghymru, na’n cynorthwyo’r potensial am dyfiant economaidd. Byddai’r buddion tymor hir o gefnogi’r meysydd yma yn lawer gwell trywydd i gymryd na’r toriadau ffiaidd y mae Llafur yn achosi i gyllideb y GIG neu anwybyddu camau synhwyrol i helpu’r economi i dyfu."
