Janet Finch-Saunders, the Member of the Senedd for Bangor, Conwy and Môn, has long called for and supported the introduction of a 100% council tax cut for households where a resident has been diagnosed with a terminal illness.
This policy was originally adopted Cyngor Sir Ynys Mon, on the 5th March 2026. This was the first of its kind in Wales, with only a small number of Council’s adopting it across the whole of the United Kingdom.
Janet, welcomes the motion being brought forward by the Welsh Conservative group, and Councillor Cheryl Carlisle, for this policy to be introduced to the Conwy County Borough Council area and expanded to include changes to the home adaptation policy, to give priority to residents who have been given a terminal illness diagnosis,so they receive the timely help they need during their end of life care in their own homes.

“I have long called for and championed a 100% council tax exemption for households where a resident has been diagnosed with a terminal illness, because residents facing the most difficult circumstances imaginable should not have the added burden of worrying about council tax bills, or late payments.
“I am proud that this policy was first adopted by Cyngor Sir Ynys Môn in March this year, setting a precedent for the rest of Wales. It was the right thing to do then, and it remains the right thing to do now.
I welcome the motion being brought forward by the Welsh Conservative Group and Councillor Cheryl Carlisle to introduce this policy in Conwy. I sincerely hope councillors from all parties will come together to support this compassionate and common-sense measure, ensuring that families can focus on what truly matters during the most challenging time of their lives."
